Fulton County operates three county outpatient mental health centers and provides funds to two others, Northside Mental Health Outpatient Center and Central Fulton Mental Health Outpatient Center.

Northside is operated by Northside Hospital and has its own admissions requirements which are essentially that an appointment be made to visit Northside where an assessment and treatment will be provided at the same location, unlike the other four mental health outpatient clinics: Central Fulton, South Fulton, South Central Fulton, and West Fulton Mental Health Outpatient Centers.

Central Fulton, also known as Florida Hall, is operated by Grady Hospital. It requires new clients, and former clients not seen within 6 months and who live in the area served by Central Fulton, to go first to Grady’s Psychiatric Emergency Clinic, even though not in an emergency situation, for an assessment before being admitted to Central Fulton. Any needed medicines are provided and usually though not in emergencies, new patients are often required to make one, two, three and sometimes more visits before being referred to Central Fulton for ongoing treatment. From the first visit to Grady Psychiatric Clinic to the date of the first visit to Central Fulton usually takes many weeks, often 8 to 12 weeks.

People who are served by the three clinics, South Fulton, South Central Fulton, and West Fulton Outpatient Centers, if new clients, must first go to an assessment center called Intervention One, where they are assessed, provided medicines, provided stabilization if in crisis, then referred for treatment to one of the three clinics. Patients at the Northside and Central Fulton Centers are not required to go to Intervention One.

If it takes more than 72 hours to get an appointment to be seen at Intervention One after calling Grady Hospital or calling the Single Point of Entry helpline number (1-866-821-0465)…. or if Intervention One does not complete its assessment in a single day (except in cases where crisis stabilization services are needed)….. or or if Intervention One does not make an appointment with South Fulton, South Central Fulton….. or West Mental Outpatient Centers on a date that is within 3 days of their being seen at Intervention One…. then patients are invited to complain to the director of Intervention One, Mr. Sydney Cutts. If a satisfactory response is not received, then a complaint should be filed at the Fulton County Mental Health Director’s Office by calling 404-730-0225.

In practice, several weeks can lapse from the first inquiry about getting mental health services, such as a call to Single Point of Entry, to the date of the first day of treatment at the outpatient clinic. For instance, it is normal practice for most patients to have to make two visits to Intervention One. (as of January 2004).

DeKalb County

Central Access
Serves Dekalb County
404-892-4646
24 hours a day 7 days a week

Ask any question about mental health, developmental disabilities, or substance abuse and receive an assessment of services and be referred to places that can assist with needed services.

Anyone in Dekalb County who is not currently receiving mental health services and is not in crisis, is encouraged to call Dekalb County’s Central Access a 24/7 service (404-892-4646). Central Access will conduct a telephone assessment then refer the caller to one of five mental health outpatient clinics in the county. Everyone is expected to call Central Access first but if someone walks into one of the outpatient clinics, he or she will be assisted in arranging for admission. Unlike Fulton County, one telephone call to Central Access allows a Dekalb County resident to go directly to any of the five outpatient centers without being required to go to a separate location for assessment or to make additional calls. This easy, barrier-free access encourages people in need to obtain mental health services and comes as close to true single point of entry as is practical.
